Alaska

Since 1976 Alaska has a special fund known as Alaska Permanent Fund which is soleley based to pay you to live there. About 25% of the money that Alaska earn from oil is spent to fund the residents to make them live there for at least 185 or more days. Each resident is paid from $500 to $2000 each year for just living there, the family of four could make up to $8000 just for living in the state. 

It is solely due to the extreme weather conditions in Alaska people do not like to live there. The government makes sure that each resident is paid properly so that they should stop moving from the place.

Kansas - The Rural Opportunity Zones

Although Kansas offers the same incentive but the whole State is not entitled to obtain the incentives. Almost 70 percent of the counties are Rural Opportunity Zones, they help the new residence for Tax waiving for the first five years. Besides they also offer Student Loans of about $15000 that have very flexible repayment schedule.
